Carroll Quigley

Carroll Quigley (1910–1977) was a distinguished historian at Georgetown University and author of The Evolution of Civilizations, where he analyzed how societies grow and decline through the transformation of their key institutions. His concept of “instrument vs. institution” remains one of the clearest tools for understanding civilizational development.

Quigley’s ideas were widely discussed by early ISCSC scholars and featured prominently in the Comparative Civilizations Review. His analytical approach continues to shape comparative studies today.
